In order to hopefully avoid mass confusion regarding the angels and what abilities they do and do not retain, I am writing this post to explain to everyone exactly how this whole being 'locked out of Heaven' thing works. Thank you, Bruno Mars. As of the creation of this site and the writing of this post, it is still pre-season 9 on the show, so when Fall comes there may be some things different than the way we are doing it. That's okay, because that's what being AU is all about. We get to do things OUR way.
We have taken the past episodes and storylines of the Supernatural series into careful consideration when deciding how angel powers (or lack thereof) are going to work. You may not agree with the way we have decided to do things, and that's fine, but please do NOT argue with the staff about it. You are very much entitled to your own opinion and ideas, but so are we. And this is how it is here. Period.
Okay, now down to business. The way I see it, Heaven is like a charger for angels. Now, if you lose the charger to your phone, iPad, whatever, you can probably still use it for a while, but if you do the battery will slowly lose power, possibly getting sluggish and performing to lesser standards until it runs out of juice forever. When that happens, well, no more using that device until you can charge it up again. If you keep the device turned off, you can delay the draining of what power it has left.
The angels being cut off from Heaven is like being cut off from their power source. At first, they still retain their angelic abilities, but similarly to when Castiel was cut off from heaven in season 5 due to his rebelling, over time they will lose more and more 'power'. Using their abilities will start to become difficult and if it continues, even painful and dangerous, and if a fallen angel isn't careful, he or she can lose his ability altogether.
While losing power altogether might make it seem like the angel is human, this isn't true. The angel still has his or her grace, he or she only needs to return to heaven to 'charge up the battery'. However, until the time that heaven is reopened for the fallen, the angel will be just as powerless as you or me. They still retain their grace... it is a part of who an angel is, unless he or she chooses to rip out his grace and become human, as Anna did.
Castiel, on the other hand, is a special case. Cas is human because his grace was actually taken from him.
The exceptions to all of this are the archangels and seraphs. Archangels and seraphs retain their abilities, even after being cut off from heaven. Let's call it solar powering. Or whatever.
